School education:

Primary education lasts for six years leading to the Certificat d'Etudes de Base (CEB). At present, secondary education is divided into two different types: type 1: structured into three levels of two years each, and type 2: structured into two cycles of three years each. Secondary schools of type 1 provide general education, technical education, professional education and artistic education. The second type of school provides general education, technical education, and professional education.

Higher education:

Higher education is provided in both universities and non-university institutions, mainly the Hautes Ecoles, which include long cycle and short cycle studies. The Instituts supérieurs d'Architecture provide long cycles only. University studies and long cycle studies are of the same level.  Article 24 of the Belgian Constitution lays down the principle of the freedom of teaching and provides for the existence of state-organized teaching. Within this constitutional framework, two networks of institutions of higher education have developed extensively: public institutions set up by the state and administered by the (linguistic) communities, or by the provincial or municipal authorities, and private institutions of which the majority are denominational (Roman Catholic). Private higher education is of considerable importance: it takes place either in religious institutions or in civic institutions. The community is responsible for official education. Private institutions of higher education receive financial aid from the state, subject to certain conditions.

Non-university level higher education is offered in the following eight fields: Technology, Economics, Agriculture, Paramedical Fields, Social Studies, Arts, Pedagogy and Translation and Interpretation. There is a short type of non-university education (one cycle of three years, four for certain paramedical sectors), and a long type, which is of university-level (two cycles of two years each, three for the second cycle of certain sectors). Graduates receive the title of Licencié, Architect, Industrial Engineer, Commercial Engineer (long cycle) and Primary-school Teacher, Social Worker, Educator, Agrégé de l'Enseignement secondaire inférieur, Bibliothécaire documentaliste gradué (short cycle, etc).

 

University level studies:

University level first stage: Candidature:

The first stage of higher education covers a period of two to three years devoted to broad, multidisciplinary studies. It leads to the first university degree, the Candidature.

University level second stage: Licence, Maîtrise etc..:

The second stage, consisting of a period of at least two years of in-depth study following the award of the Candidature, leads to the Licence; however, in certain subjects three and sometimes four years of study are necessary (for some Licences, Maîtrises, Ingénieur, Pharmacien, Docteur en Médecine and Docteur en Médecine vétérinaire). For teachers in upper-secondary education, the Agrégation de l'Enseignement secondaire supérieur is taken at this stage.

University level third stage: DES, DEA, Doctorat:

The third stage, corresponds to a second or third phase of specialization, or to an initiation into scientific research which leads to a Doctorat after a minimum of a further year of theoretically-oriented study. In practice, the duration of studies leading to the Doctorat is five or six years beyond the Licence, sometimes more.

University level fourth stage: Agrégation de l'Enseignement supérieur:

The fourth phase leads to the degree of Agrégation de l'Enseignement supérieur after a variable number of years (but not less than two years) in specialized in-depth research after obtaining a Doctorat.

 

Teacher education:

Training of pre-primary and primary/basic school teachers

Pre-primary, primary and lower-secondary education teachers are trained in the pedagogic department of the Hautes Ecoles which offer course programmes leading to the Diplôme d'Instituteur primaire, the Diplôme d'Agrégé(e) de l'enseignement secondaire inférieur (AESI), and the Diplôme d'Educateur spécialisé.

Training of secondary school teachers

Upper-secondary education teachers receive training in universities, leading to the degree of Licencié in a particular discipline, awarded after four or five years of study. The teaching qualification of Agrégé de l'Enseignement secondaire supérieur requires one year of teacher training, which may take place concurrently with study for a Licence.

Training of higher education teachers

There is no formal training of higher education teachers. They may hold the Agrégation de l'Enseignement supérieur, which holders of a Doctorat may sit for and that confers them the right to teach in universities and in institutions of higher education that offer long-cycle studies. But there is no law to that effect. Holders of the Doctorat de 3ème cycle may also teach in higher education institutions.

 

Non-traditional studies:

Lifelong higher education

There are a number of open faculties within the universities, centres of lifelong education or other structures that offer working adults different study programmes  that only rarely lead to a basic diploma. They usually lead to complementary diplomas, third cycle diplomas or non-recognized certificates and diplomas.

ADMISSIONS TO HIGHER EDUCATION

Admission to non university higher education studies

Name of secondary school credential required: Certificat d' Enseignement secondaire supérieur

For entry to: All Hautes Ecoles

Other admission requirements:

Holders of a CESS obtained before 1994 must also hold the Diplôme d'Aptitude à Accéder à l'Enseignement supérieur (DAES) if they wish to pursue studies in non-university level institutions (long cycle).

Admission to university-level studies

Name of secondary school credential required: Certificat d' Enseignement secondaire supérieur

For entry to: All university institutions.

Numerus clausus/restrictions: Numerus clausus in Medicine and Dentistry. Only certain students who obtain the Diplôme de Candidat at the end of the last year of first cycle studies are admltted to the second cycle in the same field.

Foreign students admission

Definition of foreign student: A foreign student is a person enrolled at an institution of higher education in Belgium (French-speaking Community) who is not a permanent resident.

Admission requirements: Students must obtain the equivalence of their secondary school leaving certificate with either the Certificat d'enseignement secondaire supérieur (CESS) or, as the case may be, the Diplôme belge d'aptitude permettant d'accéder à l'enseignement supérieur (DAES).

Entry regulations: Students must register with the communal administration of their town of residence, present proof of their enrolment, as well as financial guarantees.

Language requirements: There are language examinations at the institutional level. Courses are organized by the universities during the summer.
