Admission requirements Higher education degree in social sciences, economics or business management or in natural sciences (for GeoGovernance only); proficiency in English proven by an internationally recognized English language test, such as TOEFL (minimum score iBT: 80), IELTS (minimum band score 6.5) or Cambridge Advanced Certificate (CAE); a minimum of 2-3 years of professional work experience in public administrations, the private sector or NGO’s.

About the Master of Public Management (MPM)

The EAPAA accredited MPM Program is a science-based and practice-oriented program that aims to equip mid-career professionals with a new understanding of public service issues. Particularly in developing and transition countries, public administration requires decision-makers with interdisciplinary skills who are capable of solving problems in management and communication, thereby helping to drive public administration reform. At the University of Potsdam MPM students are not only are taught by a highly recognized faculty, they also study in an international setting on a very modern campus. The program is complemented by extracurricular activities and a one-week study tour to Bonn and Brussels.

The Master of Public Management is offered with three specialization streams: Public Policy and Administration (PPA), Global Public Policy (GPP) and GeoGovernance (GG). The specialization in Public Policy and Administration focuses on practice-oriented training for public policy and management, combining business management with social sciences perspectives. The Global Public Policy specialization takes an interdisciplinary approach to address the challenges of global interdependence, where students and faculty members work together on the analysis and design of international policies. The GeoGovernance Stream provides a science-based qualification for professionals working at the interface of administrative and environmental policy, aiming to better integrate the results of current research into policy decision making.

The 12-month MPM program is particularly designed for qualified graduates in social sciences, economics, business management and/or natural sciences who already have 2-3 years of professional experience in either the public sector, business enterprises, NGO’s or development agencies and are aiming at a career in international or public sector organizations. After completion, the program has had a significant impact upon the individual careers of its graduates by enhancing their management capacities, so that today, the majority of Alumni hold management and executive positions in ministries, local governments and NGO’s.

Recognized academics and practice-oriented economists, sociologists, political scientists and experts in public administration and public policy are dedicated to providing a cosmopolitan and stimulating environment for the international students of the program. The faculty includes professors from the University of Potsdam as well as visiting lecturers from other, internationally recognized Universities and research institutions in Germany and abroad.

The current tuition fee for the MPM program is 12.900€ and covers all core, optional and supplementary modules, the use of all University facilities, teaching materials, the study tour to Bonn and Brussels, public transportation for the Berlin-Brandenburg area and the University registration fee. Not included are costs for accommodation and health insurance. To secure funding, the following options are suggested: Private funds, employer scholarships, scholarships offered by public and private foundations, international organizations or national local governments as well as the “Helmut-Schmidt-Programme” of the German Academic Exchange Service (DAAD).

About the University of Potsdam


The University of Potsdam was founded 25 years ago and has ever since excelled in research and teaching and is nowadays well positioned on a national and international scale. Despite the fact that the University is still relatively young, it has already established itself at three locations within Potsdam: Campus Neues Palais, close by the historical Park Sanssouci; Campus Golm, with one of the largest science parks of the region and Campus Griebnitzsee, close to Berlin and the historical film studios. The UP Transfer Gesellschaft für Wissens- und Technologietransfer mbH was founded for this purpose in 1998 and is ever since complementing the university in teaching and research. The UP Transfer GmbH creates a bridge between science and the market and offers programs for further education, applied research and development, human resources management and supporting services for science.
